Jill Barrow, director of education for Surrey, is to be chief executive of Lincolnshire County Council, the first woman to become a county chief executive in England.

David Bell has been appointed chief education officer at Newcastle City Council. He was formerly assistant director of education.

Malcolm Shorney, deputy county education officer at Cleveland, has been appointed director of education of the new Middlesbrough unitary authority.

Councillor Dr Abdur-RahmanO Olayiwola, an academic journalist, political scientist, researcher and lecturer, is the new chair of Southwark’s under-eights sub-committees of education, leisure and social services.

At the British Record Industry Trust Performing Arts and Technology School in Selhurst, Croydon, Anne Rumney has retired from the headship and vice-principal, Torsten Friedag, is leaving at the end of August to become head of Great Cornard Upper School, Sudbury, Suffolk.

David Pipkin of Davies, Arnold, Cooper, London City solicitors, has been elected president of the Institute of Legal Executives.

John Tusa, presenter of the BBC’s One O’Clock News, will become managing director of the Barbican Centre in mid-November taking over from Bernard Harty.

Kate Bellingham, BBC television and radio presenter, has been appointed media adviser to the Young Engineers organisation.
