Graham Badman, Avon’s director of education and head of external affairs, is not taking up the post of chief executive of the Health Education Authority due to changed circumstances.

At Bishop Burton College, Beverley, Yorkshire, Professor Roy Brown has been appointed research director.

Gareth Munday, a student at Licensed Victuallers’ School, Ascot, and staff sergeant of 4 Platoon, Royal County of Berkshire Army Cadet Force, has been selected as The Lord Lieutenant’s Cadet for Berkshire. His duties will include escorting the Lord Lieutenant on official duties.

Honorary degrees to be awarded by the University of Kent at Canterbury on November 24 include: masters of arts to John Harwood, chief executive of Oxfordshire County Council, and Valerie Bloom, performer and poet.
