Portsmouth City Council, the new unitary authority taking over from Hampshire in April, has appointed Tony Byrne as education officer for school development and Jean Samuel as education officer for pupil services. Mr Byrne was formerly a secondary phase inspector for south-west Hampshire where his duties included school support and improvement and OFSTED inspections. Jean Samuel was formerly general inspector for special educational needs for south-east Hampshire. They join Anna Lawson, city education officer, and Mike Fowler, education officer for resources management, who took up their posts in the autumn.

Erica Taylor, head of York College for Girls, will become principal of Queen Ethelburga's College, York, on the retirement of Gill Richardson.

Stephen Webb, formerly a local fundraising officer with the Woodland Trust, has been appointed head of fundraising and membership for national school grounds charity, the Learning through Landscapes Trust.

Helen Edwards has been appointed as director-general of the National Association for the Care and Resettlement of Offenders. She has been acting director-general for the past six months.
