chief inspector David Bell was in garrulous form at the York lecture last week. Answering a question from the audience he said: “There are two things that the Citizen’s Charter (introduced by John Major in 1992) was responsible for. One was the traffic cone hotline and the other was Ofsted.
I leave it for others to decide which was of most use.” Hmmm!
