Pleading poverty

DAILY MAIL: THE teacher shortage in South-east England is caused partly by housing being beyond the reach of many in that profession. Councils claim they cannot offer more money, but must instead put some schoos on a four-day week.

Isn’t it remarkable how local authorities plead poverty in a vital service like this, yet still recruit thousands of far less necessary staff?
