In the spirit of the age of the management consultants McKinsey who say, “Everything can be measured” 49 out of 51 American states declared that their education results were “above average”.
In Britain the children who lose out are those with special needs. In tests at the end of Year 2 some pupils don’t achieve and are below level 1, many make tremendous progress but only get to level 3 by the end of key stage 2.
Do we celebrate their success? Of course not, they’re part of the great mass of failures, illiterates and innumerates. They’re just “below average”.
