I was taken aback by Joan Sallis’ interpretation of the regulations relating to staff governors (TES, July 16). The Department for Education and Employment circular 1598 says that “staff paid directly by the LEA or an agency” are not debarred from voting for or standing in a staff governor election.

Annex B of the circular states that “staff governors are elected by and from among the non-teaching staff. They may be staff employed under a contract of employment or a contract for services, and so could include caterers and grounds maintenance staff working at the school as well as school administrators.”
