Manchester City Council said about a quarter of jobs were not filled the first time they were advertised because interviewees failed to prove they could manage a class or teach the national curriculum.
Paul Chidgey, head of the council’s teacher recruitment project, said teacher-training colleges ought to show students how to highlight their practical abilities.
“A candidate may be well-qualified, but if they fail to show any understanding of the national curriculum or of effective classroom management, it is too risky investing Pounds 15,000 or more taking them on.” Manchester schools recruited about 450 teachers this year - about half were newly-qualified.
