The accolade came the day the former Home Secretary Douglas Hurd called for more money to be ploughed into prison education.
Government inspectors took the rare step of singling out a department for praise when they awarded Derby Tertiary College, Wilmorton, a grade 1 for its education services for 470 prisoners at Sudbury prison, Derbyshire. The services "are of very high quality" and "should be congratulated", they wrote.
