EDUCATION authorities have failed to implement procedures for tackling racial harassment and discrimination, placing them in breach of the law, according to research published yesterday at the conference. Eamonn O’Kane, NASUWT general secretary, said: “A decade after the racist murder of Stephen Lawrence this is totally unacceptable.”
