Mr Russell is again promoting radical cuts in class sizes, particularly in primary, as a key plank of the SNP’s education policy in the run-up to the parliamentary and local elections next May.

“In every primary school I visit, there comes a moment when the headteacher, or one of his or her colleagues, takes me aside and says to me: ‘Don’t give up on the class size issue: it is what we need more than anything’,” he says.
