Other targets by 2003 are:

* Ratio of learners to computers down from 9:1 to 5:1.

* Three per cent rise in each of the next two years in number of students from 20 per cent most deprived postcode areas, with similar growth for low-income students.

Ratio of colleges in surplus up from 65 to 80 per cent.

* Spending on “high priority” building needs reduced from 42 per cent of capital investment to 30 per cent.

* 35 colleges defined as accessible for disabled and special needs students.
