“In extremis” was the favourite phrase on Peter Peacock’s lips as the Education Minister launched the consultation on his latest Bill - to deal with schools and authorities that fall foul of HMI.

But Ensuring Improvement in our Schools has met with a cool response, mostly because councils and unions think it is a complete waste of time.

Critics suggest there is no purpose to legislation that will rarely if ever be used.

A computer filter system used by a national organisation obviously agrees.

In advance of the press launch, it was dispatched an online copy to allow it to respond to media requests.

Sadly, the document was classed as spam and binned.
