The Scottish Executive is to take the first official in-depth look at records of needs as part of its “programme of action” on special educational needs. Ministers agreed to act following consultation on the Riddell report when proceures were criticised as “too cumbersome, time-consuming and discriminatory”. Parents complain about the time taken to open records, variations in recording rates across the country and the lack of statutory appeal rights.
