The impracticability of the Mulgrew recommendations has been shown up. If extra resources are made available for teaching modern languages, they should not be used to spread a thin and patchy veneer of modern language teching in primary schools.

Rather they should be used to strengthen the existing provision in secondary schools, for instance by subsidising small classes in S3-S6.
