This from the sector that stuffed its governing bodies full of local business people with, in many cases, little knowledge or understanding of education; that shredded morale by putting thousands of new lecturers on temporary contracts; that paid lecturers well below the rate for teachers, leading to an exodus of the most experienced staff to schools and sixth-form colleges.
