Two hundred people gathered in Brighton this week to debate the arrival of school admissions lotteries. The ballots are seen as a fair way of assigning places at oversubscribed schools but are unpopular with parents.

Labour Councillor Pat Hawkes said she would be “very surprised” if the council changed its policy at this stage.
