Reading levels among children in inner London came under fire this week from inspectors who found that eight out of ten seven-year-olds were falling behind. Four out of ten 11-year-olds were two years behind. Gillian Shephard, the Education and Industry Secretary, blamed poor teaching and poor leadership.
