Child Trust Funds should be scrapped and unused money pumped into repairing school buildings, according to Peter Black, education spokesperson for the Welsh Lib Dems. He condemned the scheme, that entitles newborns to a pound;500 or pound;250 payment, to be locked until they are 18, after it was announced that a quarter of parents failed to open accounts 12 months after their child is born.
