Secret agenda to close schools?

I have noticed that large numbers of schools are being placed into special measures.

I have a theory that this may have something to do with the new education reforms. By putting schools in special measures, they can then be shut down, and rebranded. Just a theory, but plausible I think. Does anybody share this view?
