Services fail disabled pupils

Public services and support for disabled children are "not good enough", the Government admitted this week.

Lord Filkin, the minister for children and families, told a conference that agencies helping parents whose youngsters had special needs had to "shift the boundaries" of how they work so they were properly supported.
