Promoted staff in special education have been overlooked by the job-sizers, according to the Professional Association of Teachers Scotland, which joins others in condemning the secrecy behind the process.

“Many working in special education feel that the sizing exercise has failed to understand either the complexity of need or of organisation, or indeed sophistication of organisation,” it protests.
