Ministers should be stopped from receiving statistics early to avoid charges of spin, the statistics watchdog has said. The Statistics Commission said that giving ministers early access to official figures had undermined public trust, particularly in cases involving school figures.

The 2004 key stage 2 results, which showed the Government had missed a crucial target, were released to more than 33 civil servants three days early.
