Plans to relocate the split-site Stockton and Billingham College on a single site next to University College, Teesside, have been stalled after local councillors rejected residential building proposals which were seen as essential to help fund the scheme.

The council was impressed by protests from local residents, businesses and lecturers who said it would jeopardise the chances of local students who could not afford to travel to the new college.
