Home Secretary Jack Straw will remind all councils that they should be using behaviour orders to control nuisance families. He is said to be “furious” that no child curfews have been imposed by any councils.

But Mike Rowan, litigation team leader at North Somerset Council, has warned that the new orders could breach the European Convention on human rights.
