Struggle with behaviour

Schools are facing problems handling the growing numbers of pupils with behavioural difficulties, according to the Office for Standards in Education. Inspectors published a pair of reports praising the work of teachers and councils with special needs pupils in mainstream schools. But they said schools and local education authorities often found it hard to cater for pupils with emotional, behavioural and social difficulties.
