Labour's proposed education and training allowance for all 16 to 18-year-olds should be paid directly to the student rather than parents, a report from the Institute of Fiscal Studies says.

Their recommendations are based on detailed research into a similar scheme running in Australia for almost 10 years. It found that the incentive of cash paid directly had a positive effect of student retention rates.
