There is no more assiduous cultivator of the concept than Brian Wilson, the Education Minister, who finds it a useful mantra to distinguish Labour education policy from its predecessor. It must have been a joyful moment last Friday when he found himself addressing a conference on "Education and Industry in Partnership". But the minister was sparing on this occasion. The word only cropped up 17 times in his speech.
