The new system of support that will be introduced from November 14 is not special educational needs by another name, Mr Gibson said. It was far wider and underpinned by legislation which places duties on local authorities to meet the needs of individual pupils.
“If the duty is not fulfilled, you could technically be in breach,” Mr Gibson said. “That is a very powerful provision because a very small proportion are going to get a co-ordinated support plan: our point will be that you do not need a co-ordinated support plan to get the services you need.”
