#163;148m Flying Start hailed by minister

A programme for young children in disadvantaged areas is improving their preparation for school and their behaviour, according to the Assembly government. Huw Lewis, deputy children's minister, told the Assembly that teachers were reporting positive effects from the #163;148 million Flying Start initiative for newborns and children up to the age of three.
