A nursery place for all four-year-olds: Offer all four-year-olds a place in properly funded nursery classes, providing quality education. Aim to extend this promise to three-year-olds.
A new deal for teachers: Immediate steps to raise the profession's status and morale and improve the quality of teaching. These include measures to improve initial and in-service training and enhance career development. Establish a general teaching council to oversee training and career needs.
