"Unsuccessful low-skill training schemes" should be replaced by a strengthened apprenticeship scheme, according to the first discussion paper in a new series from the centre for lifelong learning at Stirling University. he paper also recommends the integration of all post-16 work-based education and training under the one funding system under the FE funding council rather than the enterprise network (full details next week).
