Attack on neglect of those in care

CHILDREN in care are too often labelled "mad or bad", according to the Joseph Rowntree Foundation. The charity's report Having someone who cares? said improvements to children's lives are beingblocked by social services managers who are more interested in costs and budgets. Councils were not fulfilling their role as "corporate" parents because services were too inflexible.
