THE Scottish Executive has highlighted the risk of the millennium bug hitting schools over the Christmas holidays. Any bets, however, that there is not a much greater risk from the usual storms and floods associated with the season of the year?

The fact that buildings leak and have roofs ready to blow off is not addressed with the fervour that the Government devotes to electronic mischance. Less sexy a problem of course, and of boringly long standing.
