C-grade pledge gets Burnham A for arrogance

What if they don't want a C? The only way you can get a C grade for someone who doesn't want to do it and won't do it is to do it for them. Wouldn't this be cheating? Surely the only promise you can make is that all students will have the opportunity to get a C? If this were promised, I don't think it would be a massive shift in the status quo.
