Chapter one: How Ofqual left teachers 'disgusted'

According to Ofqual's report on GCSE English 2012, "moderation is not able to, nor was it designed to, counter this degree of over-marking". Is this the same Ofqual whose code of practice defines moderation as the process "through which adjustments are made to ensure results are based on the required standard"?
