* New governors should be required to take compulsory training before taking up posts, delegates said. Legislation should also define more clearly the division of responsibilities of governors and heads.

Some "governors from hell'' stood in school car parks noting when teachers arrived and left, demanded to countersign every order or came into school to demand action against members of staff in front of pupils, they said.
