* HAS the rhetoric of war gone to Charles Clarke's head? I hope this ministerial "coalition" has planned these "regime changes" carefully so as to include a "post-liberation" plan. Does the coalition have a new administration to put in place? Does it have accurate "intelligence"? Does it understand the culture it is seeking to transform? Could it spend pound;525 million in a more useful way?
