Angus has few problems with public private partnerships (PPPs), according to Jim Anderson, its director of education. It only has challenges, "since we're a solutions-focused council".

Anderson is a fan of American presidential-speak and perhaps it was PPP he had in mind when he quoted Ronald Reagan: "Governments tend not to solve problems, only rearrange them."
