ELWa sends college plans

Plans to close school sixth forms in Blaenau Gwent and Merthyr Tydfil have been sent to education minister Jane Davidson. ELWa, the now defunct post-16 agency, suggests new tertiary colleges for Merthyr and Ebbw Vale, but preserving the smallest sixth form in England and Wales at Ysgol Bro Ddyfi in Powys .
