Final stage for Order

The first Legislative Competence Order (LCO) to be made in Wales under greater devolution powers was debated in the House of Commons on Tuesday. The LCO on additional learning needs reached its final stage in Wales in February. If successful, the Assembly could pass its own legislation, called measures, in special needs education.
