Free care for toddlers

Free part-time childcare for two-year-olds is to be developed by the Assembly government, as part of a pound;46 million "Flying Start" initiative targeting the under-threes. Support will initially focus on infants in disadvantaged areas. A consultation on the proposals is expected later this autumn.
