FE Minister John Hayes says that he wants to raise the minimum level of a contract with the Skills Funding Agency to pound;500,000. This would exclude very large numbers of small training providers and remove many opportunities for specialised training. Is this the same John Hayes who, last September, was saying he wanted to "draw on people's experiences and learn about the obstacles they are obliged to overcome"? Yes, I think it is.
