Islands lead the way

The Western Isles and Shetland have already beaten the 70 per cent level III targets for Highers and equivalent qualifications achieved by 21-year-olds. Their figures stand at 81 per cent and 75 per cent respectively.

They have also overtaken the level II targets of five Standard grades 1-3 or equivalent. The 85 per cent target for 2000 has been outstripped by Orkney (98 per cent), the Western Isles (96 per cent) and Shetland (94 per cent).
