Even if a school library or learning resource centre doesn't have a consciously formulated policy, it is still pursuing one by default. Policy Making and Development Planning for the Secondary School LRC helpfully talks through the ideas and processes involved. There are case studies together with tables outlining the ranges of possible costs, including staff training and promotion directed at reluctant readers.
