Proposals to merge governors' annual reports to parents with school prospectuses go out for consultation next month, writes Karen Thornton. But governors' organisations were not consulted about the original idea, which came out in a Cabinet Office report efore Christmas.

Chris Gale, chair of the National Governors' Council, said: "There could be some mileage in this proposal. But what makes me mad is NGC was not even on the list of consultees."
