You could have been forgiven for thinking that the formation of a lifelong learning sector skills council is not all plain sailing.

Clearly, some of the tensions between the different national training organisations, which will be replaced by the Sector Skills Council, are not yet resolved.

An internal report on the proceedings said: "People need to feel relaxed about saying, 'It doesn't matter which bit you're from - since we're all part of the one sector.' "
