More sparing with the ASBO

Wales is already pursuing some key elements of Prime Minister Tony Blair's respect agenda, which was launched this week (see page 10). Help is already available for mothers and fathers in Wales to learn better parenting techniques, according to First Minister Rhodri Morgan.

But Wales has taken a different route from England in cracking down on yobbish behaviour, and is only using anti-social behaviour orders (ASBOs) as a last resort, he said.
