Non-teacher heads

Non-teachers could be taking up jobs in English primary and special schools within four years, under radical plans by the National College for Leadership of Schools and Children's Services to "fast-track" the way school leaders are trained. Only "exceptional" candidates will be accepted onto the Tomorrow's Heads programme, which will cost pound;11 million a year, and classroom experience will not be a pre-requisite.
