Not at all Welsh in terms of accounts

I thought you might be interested in my experience of individual learning accounts.

I telephoned the ILA centre in Darlington with a view to making an application. They wrote back to me: "Unfortunately, we are currently unable to process applications for Welsh residents as Wales is not yet part of the national framework for Individual Learning Accounts."

Whateve makes them think that living in Leicester makes me a Welsh resident?

Not only have I clearly been sent the wrong standard letter, but also the time taken to respond to my phone enquiry was unacceptable. I rang in early September, but received this reply on November 24. I suspect this is not an isolated incident.
